Based in Barstow, California, AFGE Local 1482 is your on-site union voice for federal employees serving at Marine Corps Logistics Base Barstow and surrounding federal worksites. We defend your rights, negotiate fair contracts, and offer support tailored to our unique federal workplace environment.

President, AFGE Local 1482
Bobby Cantrell
Union Boss | People-First Leader | Army Veteran | Tattoo Collector
Bobby Cantrell proudly serves full-time as President of AFGE Local 1482, where he brings heart, hustle, and honesty to the job every single day. With deep roots in heavy equipment mechanics and years of military and federal service, Bobby knows the value of hard work—and he fights to make sure every worker gets the respect they deserve.
As a full-time union leader, Bobby is the go-to guy for contracts, grievances, workplace rights, and real talk. He’s got your back in negotiations, your corner during conflict, and your ear when you just need to vent.
Off the clock, Bobby’s all about family, friends, and ink. He’s a proud husband, a dedicated dad, and a big believer in making time for the people who matter most (and maybe a new tattoo or two).
His Motto:

Because at the end of the day, it's about living right, laughing hard, and standing up for what's fair.

Vice President Police & Fire
Robert Manz
Fire Captain- MCLB Fire & Emergency services 21 plus years
Robert Manz is currently stationed at Station 401 Nebo and has served with the Department of Defense for nearly 22 years. All of his federal service has been at MCLB Barstow with the Fire Department, where he has witnessed many changes over the years.
He became a union member in 2004, recognizing the unique challenges faced by those in the Fire and Police fields within the DOD. Over time, he discovered that these fields are not only unique but also filled with complex requirements and rules that demand strong advocacy. Robert has served as a Steward for many years, fighting for the rights of his Brothers and Sisters in Public Service as well as all members of the federal workforce.
As Vice President for Police and Fire, Robert is committed to ensuring that all Public Service members are protected through the special requirements and amendments available to them, and that they are represented to the best of his ability. He believes that by listening and working together, common goals can be reached and conditions improved for everyone.
Outside of duty, Robert enjoys spending time with his wife and children. Whether outdoors, hunting, playing games, or watching his kids play soccer, family remains at the heart of his life. Just as he does with new firefighters, Robert keeps his door open to anyone in need of advice or simply a listening ear.

Sergeant of Arms
Kevin A. Crandell
Fire Captain with MCLB Barstow Fire Department, 20+ years of service
Kevin Crandell has served with the MCLB Barstow Fire Department for more than 20 years and has been an AFGE member since 2006. After many years of stewardship, he accepted the role of Sergeant of Arms in 2025 when the position opened, continuing his commitment to serve and protect those who may be misguided, misinformed, bullied by superiors, or taken advantage of in the workplace.
In addition to his role with AFGE, Kevin has been active in the IAFF and has benefited from the guidance of many knowledgeable mentors throughout his career. He remains open to learning new lessons and growing as both a leader and a representative.
When not at the station or on the rig, Kevin can often be found at the ice rink watching his son play hockey or spending time outdoors with his wife and family. He enjoys family activities, watching his kids’ sports, and relaxing with friends over a good Old Fashioned.
Kevin believes in being available to help in any way he can, whether through advocacy, guidance, or simply by listening.
He lives by the motto:
“Don’t be upset at the results you didn’t get from the work you didn’t do!”

Secretary-Treasurer
Miguel Morales
Production Shop Planner – MDMC | U.S. Army Veteran – AIRBORNE
Miguel Morales proudly served in the U.S. Army before joining MDMC, where he has worked for nearly a decade as a Production Shop Planner supporting Weld and Fabrication. He became a union member in 2015 and, in July 2024, stepped into the role of Secretary-Treasurer for AFGE Local 1482.
Like many veterans, Miguel found the transition to civilian life challenging, but being part of the federal workforce and union gave him a renewed sense of purpose, community, and insight. As Secretary-Treasurer, his goal is clear: to leave the union better than he found it — established, organized, and outfitted for the future. He is dedicated to improving the way Local 1482 operates and supports its members, approaching every decision with an open mind and a strong belief in progress through listening, teamwork, and unity.
Outside of work, Miguel is a family man who enjoys the outdoors and helping others. Whether members are new to the workforce or long-time employees, he is committed to being a resource and an advocate for all.

Women’s Fair Practice Coordinator
Aricia Phillips
Base Child Development Center, 35+ years of service
Aricia Phillips has been a proud union member for many years, first becoming a Union Steward in the mid-2000s and being elected to the Union Board in 2024. She has worked at the Base Child Development Center since 1989, caring for children of all ages from six weeks to 18 years old. One of her greatest joys has been caring for the children of those she once looked after years before.
Her commitment to the union grew after facing a difficult experience with a manager who created discord in the workplace and even attempted to fire her. With the encouragement of her stewards, Aricia became a Union Steward herself, determined to stand up for her coworkers and ensure fairness. She continues to approach every challenge as a chance to learn more about the union — and about herself.
As Women’s Fair Practice Coordinator, Aricia is dedicated to being a resource and an advocate for her fellow members. She believes deeply in supporting others and reminds members that every ending can also be the beginning of something new, a philosophy she carries with her from the words of Fred Rogers:
“Often when you think you’re at the end of something, you’re at the beginning of something else.”

Administrative Assistant
Reanna Williams
Associate’s Degrees in Accounting, Business Administration & Communications | Pursuing Bachelor’s in Human Resources | GS Employee with DeCA at Fort Irwin
Reanna Williams serves as the Administrative Assistant for AFGE Local 1482, a role she began in January 2025. She holds Associate’s degrees in Accounting, Business Administration, and Communications, and is currently completing her Bachelor’s degree in Human Resources, expected in Spring 2025. In addition to her union role, Reanna also works as a GS employee with DeCA at Fort Irwin.
Reanna’s roots in the community run deep — she grew up on MCLB after her family was stationed there following her father’s deployment from Okinawa, Japan. As the daughter of a retired Marine, she participated in the CDC and Youth Center programs throughout her youth, making the base and its community feel like home.
Outside of work, Reanna enjoys sports, food, and comedy — always ready for a good game, a good meal, and a good laugh. She is passionate about helping others and being a voice for those who may have forgotten their own strength. Above all, she strives to create a positive atmosphere in everything she does, both at work and in her community.
